The &lt;a href="http://www.lacrimeprevention.com/gangs"&gt;Gangs&lt;/a&gt; went absolutely ballistic.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#cc0000;"&gt;Katrina New Orleans&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Although a remarkably slow respone, FEMA was on hand during Katrina.&lt;br /&gt;&lt;br /&gt;During Katrina, there was looting and murder occuring. Police were running away and left the people stranded. FEMA is a financial Agency that coordinates financing for individuals affected in Disaster Declared Areas.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#cc0000;"&gt;FEMA was there&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;They declared an emergency in Los Angeles and sent in assisstance to the state to help cover he cost of rebuilding.&lt;br /&gt;&lt;br /&gt;The stated purpose of FEMA is to “reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.”&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#cc0000;"&gt;What Bloggers are Saying&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#cc0000;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;To: aspiring.hillbilly&lt;br /&gt;There is nowhere in USC that prohibits the federals from acting against domestic violence. There are prohibitions from using troops in ongoing and routine law enforcement operations.&lt;br /&gt;Even when there is domestic violence it is customary for the governor of a state to request the assitance of federal troops before those troops are sent in. In 1992 federal troops were sent in to quell the riots in Los Angeles at the request of the Governor Pete Wilson. It offers FEMA's best judgment and recommendations on how to deal with the entire planning process--from forming a planning team to writing the plan.
