FEMA - Civil Unrest - What is their Role

1992 Los Angeles Riots

First off let me say that FEMA, as much as they have not done, has done a lot more.

During the Riots in Los Angeles in 1992, Civil Unrest created a hostile crime ridden city to explode into utter chaos. The Gangs went absolutely ballistic.

Katrina New Orleans

Although a remarkably slow respone, FEMA was on hand during Katrina.

During Katrina, there was looting and murder occuring. Police were running away and left the people stranded. FEMA is a financial Agency that coordinates financing for individuals affected in Disaster Declared Areas.


FEMA was there

They declared an emergency in Los Angeles and sent in assisstance to the state to help cover he cost of rebuilding.

The stated purpose of FEMA is to “reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.”

There is nowhere in USC that prohibits the federals from acting against domestic violence. There are prohibitions from using troops in ongoing and routine law enforcement operations.
Even when there is domestic violence it is customary for the governor of a state to request the assitance of federal troops before those troops are sent in. In 1992 federal troops were sent in to quell the riots in Los Angeles at the request of the Governor Pete Wilson. President Bush could have invoked the Insurrection Act, but that is not something to do lightly as it has not been invoked in 99 years.

First thing FEMA should have done is send in the military to PREVENT looting
The US is not Iran.

State and Local Guide (SLG) 101: Guide for All-Hazard Emergency Operations Planning


This State and Local Guide (SLG) provides emergency managers and other emergency services personnel with information on FEMA's concept for developing risk-based, all-hazard emergency operations plans.

(SLG) 101 clarifies the preparedness, response, and short-term recovery planning elements that warrant inclusion in State and local EOPs. It offers FEMA's best judgment and recommendations on how to deal with the entire planning process--from forming a planning team to writing the plan. It also encourages emergency managers to address all of the hazards that threaten their jurisdiction in a single EOP instead of relying on stand-alone plans.

It should help State and local emergency management organizations produce EOPs that:

  1. serve as the basis for effective response to any hazard that threatens the jurisdiction;

  2. facilitate integration of mitigation into response and recovery activities; and

  3. facilitate coordination with the Federal Government during catastrophic disaster situations that necessitate implementation of the Federal Response Plan (FRP).
